You are traveling to Europe, and you have to change planes in London. But the UK has a new visa requirement, the UK ETA! Do you need one, or is all OK? The answer is, it depends...
If you are not leaving the secure area of the terminal, no ETA is required. But if you exit security, it is an entirely different matter. For example, perhaps your inbound flight is arriving at London Heathrow, but you must take a flight from London Gatwick to continue. In this case, you are going to need the ETA. Another example: You have a long layover at Heathrow and decide you would like to do some sightseeing before your flight out. Once again, in this case you definitely need the ETA!
So generally you should be OK as long as you are within the secure area. You can check with your airline to be sure, or the definitive source, the UK Home Office website.
